UAE E-Invoicing Readiness Checklist for SMEs 2027

A seven-step UAE e-invoicing readiness checklist for SMEs: confirm your phase, appoint an ASP, clean invoice data, test the full cycle and retain records.

Below the AED 50 million threshold, UAE businesses must appoint an Accredited Service Provider by 31 March 2027 and implement e-invoicing by 1 July 2027. The longest work is usually not buying software; it is cleaning customer and item data and deciding how invoices are approved and retained.

1. Confirm your phase. Phase 1 covers revenue of AED 50 million or more, with a provider appointment deadline of 30 October 2026 and go-live on 1 January 2027. Phase 2 covers everyone else and government entities follow on 1 October 2027.

2. Check scope. The system covers business-to-business and business-to-government invoices and credit notes. Sales to consumers are outside the system for now. Review the customer master and separate exports or other transactions confirmed as out of scope.

3. Appoint an Accredited Service Provider. The provider validates, signs, delivers over Peppol and reports the tax data to the Federal Tax Authority. Compare integration, invoice allowances, English and Arabic support and onboarding effort.

4. Fix invoice master data. Verify your TRN, customer legal names and TRNs, billing addresses, item descriptions, VAT categories and units of measure. Complete the fields required by the UAE Peppol PINT AE format and decide how invoice numbers will be issued without gaps or duplicates.

5. Test the full cycle, including a normal sale, a credit note, a zero-rated export where applicable and a customer with missing data. Record who approves invoices, how validation failures are handled and how corrections are reissued.

6. Update retention and failure procedures. Keep e-invoices for at least five years, or seven years for real estate, and keep them available to the FTA. Document what the team does if the connection or provider is unavailable.

7. Budget and integrate. DigiTax packages through RQM Books start at AED 2,160 per year excluding VAT for launch pricing, with an invoice allowance shown up front. Check your readiness with the free UAE e-invoicing and ERP readiness audit.
