RQM Books is ICV-ready accounting software for UAE companies. It prepares the In-Country Value (ICV) submission straight from the accounting records: supplier spend classified as UAE mainland, free zone or outside the UAE by Emirate with each supplier's ICV certificate percentage, Emirati and expatriate salaries from WPS payroll, the net book value of assets located in the UAE, and revenue split into UAE sales, re-exports and value-added exports.

RQM Books fills the official MoIAT ICV template (September 2025) — Page 1 summary, Page 1A questionnaire, Page 1B procurement per Emirate, Page 2 goods manufactured or Page 3 third-party spend, Page 4 investment, Page 5 Emiratization, Page 6 expatriates, Page 7 revenue and Page 8 advanced technology and sustainability. Only input cells are completed and every formula is left intact, so the score the certifier sees is the score the official template calculates.

Supplier trade licences, ICV certificates and VAT certificates can be uploaded as a PDF or photo and are read automatically into the supplier record, with expiry alerts. Evidence gaps such as missing or expired certificates, suppliers without an Emirate, unclassified expense accounts and salaries not paid through WPS are listed before certification.

ICV certifying bodies get a secure read-only portal with a one-time sign-in code to review every page, supporting report and document and download everything, including the filled template, in one zip. ICV certification is included in RQM Enterprise; the Audit Hub with a read-only auditor login is included in every plan. ICV certificates are issued by MoIAT-approved certifying bodies, and RQM Books is independent software not affiliated with MoIAT.
